Hello Kelli, we are so sorry that the time is too tight. If you order it now, it is unable to reach you by 28th October.

**This is our complicated commission costume series, so we need about 7~8 weeks to make it after we confirmed the fabric colors & details.

*If you order it now (about 8 weeks making costume time) and use the faster shipping method (Express, 7~15 days shipping time), it will reach you around mid-November or late-November.
